(Home) Injection pump timing figures differ after 02/92

Hot off the fax this afternoon from Toyota GB, in our continuing quest to overcome the overheating/ head failure issues with 2C-T townies:-

All townies 2C-T 08/85 - 01/92 0.67- 0.73mm as per RM025E

Models produced after 02/92 0.55 - 0.61mm

I'm sure we all respect that this is vital information and that we shouldn't be rushing to check/adjust our injection timing unless we really know what we're doing.
However I have little experience with diesel and wonder if I represent many owners who react to the above with stunned silence!
I realise that on a diesel you can't look at timing marks in degrees on a pulley with a timing light driven off the spark. But even reading RM025E I can't understand how or where you measure timing in millimetres.
I'd welcome a bit more explanation.

There's a plug you can remove at the rear of the inj. pump, and insert a dial gauge in it's place. The engine is rotated until the dial gauge displays a plateau reading about 20 deg. BTDC, when it is zeroed. The engine is rotated to TDC, and the reading on the gauge is the timing figure. Bigger number = more advance.
The figure is for plunger position inside the pump, but can't be converted into degrees that we're used to in a petrol engine.
Does that do the job?
