(Home) Acceleration/power loss

Just over than a fortnight after buying my Townie I had to return it as the turbo was over-charging at over 3000rpm and I had the usual overheating problem. I was told it would be a day job changing the turbo. So I returned the rig and thought I'd spend the day in Ryhl then come home, HA!!!! On returning to the Car Centre in Prestatyn I was informed the head gasket had gone and it would be a week. Then it was "The head failed the pressure test & a recon was ordered. This was delivered to the wrong place. A replacement sought and fitted only to be told "The block's porous" So, after 4 weeks I've finally got my rig back. They fitted an electric fan wired to an ignition fed live, so it's permanently on, A new head and block (well it's clean) and another turbo. HOWEVER!!!!! I know the townies aren't exactly a Merc SLK but the thing has substancially less power than it had before. From a standing start climbing a fair hill takes some 300-400 yards to get 25mph. Putting your foot down results in the turbo whislting as it should but no real increase in power. It will keep accelerating so you do finaly get there but christ it takes a looooonnnnng time. Any ideas?
