William. You don't say but, I am sure that your vehicle is diesel and this component is the fuel filter. The plastic key, with drain tube, is the manual drain to allow any trapped water out and this should, normally, be opened once in a while to drain the collected water though if there is much water in the "trap" you should have had a warning light on the dashboard. Check that the plastic key is done up tight and that the body of the filter also is tight. (it screws on to a right hand threaded boss).
If you still have the leak, unscrew the whole filter assembly and check it's sealing washer. It will be full of fuel but you won't lose any more because the engine will not be running and pulling (syphoning) fuel from the tank. Don't forget to undo the cable feed to the bottom of the filter. This is the electrical feed which indicates the high water content warnig light.
The filter is a renewable item and if you don't know when it was last changed, it would be good practice to fit a new one. You will have to unscrew the water trap and fit it to the new one before fitting. On top of the bracket, which the filter screws into, is a small hand pump. When you have replaced/renewed the filter, give this a few pumps to fill the filter chamber with fuel. Check the suction hose, which feeds fuel into the filter, and the outlet hose which takes fuel to the injection pump. These joints can sometimes leak and need a jubilee type clip instead of the normally fitted spring hose clip to make them sound. The priming pump, on top of the filter bracket, is a sealed unit and they don't usually leak. Give the whole unit a clean and dry off and then check where the fuel is leaking from.

As John says the fuel filter screws tighly into the "bracket" with the small push-down priming pump.
Mine was so tight I couldn't get it out. It may have been on a very long time.
However, it may be useful to know, it was very straightforward to remove the fuel pipes and take the bracket, still with filter body, off the bulkhead. On the bench I could get enough grip to separate the filter from the bracket, plus see what I was doing to re-assemble it.
In my case changing the filter made no noticeable difference!
