Should'nt be getting voltage drop if cables are original spec and correct length
Has aftermarket work been done ie:immobiliser?
Are connections clean?
Try the voltmeter on the spot where 1st detected and trace the wiring back to the supply - taking regular measurments along the way until you isolate the cause

How do the starting problems manifest themselves exactly?

David,
I wired in an emergency only, press and go switch, I have had to use it twice in a year.
Took feed from horn live and used 40amp switch and wire (circuit protected by the Horn fuse)- sends power direct from ign switch to starter by passing all the wizardry Toyota put in the way!
