(Home) Alternator overcharging

I have recently purchased a 1989 townace turbo deisel
The original fault was alternator not charging, however this fault has been repaired by Shorts Auto electrical Swansea. After rfing the alternator and a new belt The alternator is now charging, on idle around 13.5-14 V but when the revs increase to around 4000rpm the the charge light comes on and the voltage increases to 16.5-17 volts. any ideas ???
I have been in touch with Shorts who have offered to retest the alternator.

Yes Mark thats too high , it should be about 14.2v max . Check the wires for security and cleanliness before you return it as a high resitance would fool the alternator into thinking it had a lower voltage and thus compensate - however the avalanche zenor diode should really kick in at this point.
failing that id say its the regulator, of which some are internal and some are external.
