Could be a number of problems, pump timing, lack of compression, air lock in fuel supply, no preheat from glow plugs, etc.
If it's a manual 'box tow starting may help it to prime the engine up, but if it's the more common auto 'box then you haven't got this option.

Had the same problem after replacing the cylinder head on my liteace last weekend.
Make sure your timing marks are correct.
Put a meter (or even a bulb connected to two wires) from a glow plug to the cylinder head and preheat. The bulb should light. If not check you've it rewire correctly.
I assume the pump timing is correct. Can't help there.
Bleeding the fuel pump up to the injectors was a problem for me.Yep! got fuel up there at all injectors but still would'nt start. Problem was, there was still air in the pipework! Spent all day grinding and hooked up additional batteries - eventually it cleared.
Was it a new head or a replacement head? I had a replacement off a 2CT Camry - the pulleys have different numbers of teeth and need changed.
Hope this helps.
