(Home) Camry/vista, turbo test

I have a 1990 Camry/Vista turbo diesel, 1974cc, 2ct motor.
Does anyone have the test proceedure for checking turbo operation and output.
Engine seems to be down on power.
I seem to got no alteration to the waste gate regardless of revs or power setting and no change in the butterflies in the throttle body.
Have got good vacum from the pump on the back of the alternator.
I suspect that one of the electric valves is faulty but do not know the tests to find out which one.
This motor has just had the top half rebuilt after a cam belt failure and we are not sure if we have given it a fault or if it was there before we started.

There shouldn't be any electronic trickery associated with the wastegate. Get thee a copy of the RM025E manual from your local dealer, it'll tell you all about everything! But full boost should be around the 9psi mark. The wastegate will only open to control this boost. If you can't make this much, either the wastegate is stuck open, or you've a fuelling/ air issue stopping boost from building.
Check out the hose from the inlet manifold to the boost compensator atop the pump, check also that the EGR valve is closed tight (if fitted), and confirm that the fuel and air filters are clean.

David, Thank u for your comments. We had straightened the waste gate control arm in our work on the head and was only getting 2.17lbs boost. Obviously the waste gate was permanently open.
With the required bends back in place we are now getting 8.89lbs boost.
The other electrical valves that I was looking at are the 4 that are attached to the fire wall and I was thinking that they were all on the vacum side when in fact 3 are on the boost side and now that I have the required boost they all seem to be working and the butterflies on the trottle body are now changing over as they should.
