hello i have a space cruiser 2lt,white all the usual stuff , no mot,tax untill end of mth,runs but needs new brake shoes plus a seal is leaking on the one side of the axle,any inspection welcome,please fell free to email, thanks

I have recently purchased a townAce Super Extra limited 1994 2.2lt diesel auto and just inside the drivers door is a black rubber cap covering a fluid reservoir which has a cut-out section showing high-low graduations.The fluid is blue in colour.Can anyone advise me what this fluid is? Is it the coolant excess?
I have purchased a new zealand manual for the townace but I cannot find any reference to this fluid chamber.
