(Home) PAS & cam belt

My PAS belt has been slipping lately and as the MOT is due I wanted to check the cam belt, so I had a go at taking the floor out. The engine manual lists a whole load of SST's so I wondered if all these tools were neccessary. When I got the floor and fan cowl out I was amazed to find some tw*t (insert twit if you prefer, I was thinking of a similar word) had not replaced the bottom cam belt cover. At least it confirmed the belt has been replaced. I tightened the PAS belt but now that I have replaced everything the the steering is stiffer and the fluid is frothy as if air has got into it. The level was ok and I didn't disconnect anything so I don't see how air could get in. Could it be anything else?

Any chance the belt is too tight, and it's pulling the shaft off-centre/ Might be getting air in through the shaft seal then...

There's about 10mm of play but looking closer at the pump and having looked at a post by Dave (Sussex)in the archives it looks as though the circlip hasn't been put back properly as it's sticking out at one end. I'll see if I can tap it back in.
