(Home) Carburettor

i was wondering if any could help with a carberettor query, should the flap on the second opening (not the choke one) be closed at all times.

Sorry answered you last post must have forgot to send it - old age getting me.
It should be closed at tickover but open up under load, may not be enough load when revved to open it when parked up. Working from memory here, it supplies the secondary jet which is rarely in use in normal driving. Find a clear stretch of road, get to around 40, if you have an auto kickdown will get it to work, manual drop down a gear and floor the loud pedal, in both cases the rev counter should shoot round and prove the carb is ok.
Does the butterfly move freely?
If both of the above don't work as you think they should perhaps a carb expert needs to be found.
