I have a 1991 and a 1982 toyota pickups. I am having problems with the horn on each truck. When I unplug the horns and run jumper wires from the battery, both horns will work, I have checked the fuses, and they are ok. On one truck, the horn will sometimes blow 1 time, but will not afterwards. I have checded the buttons, and they seem ok.

Bad earth? I know it sounds unlikely as it works when running a live feed but I had a similar problem on a Honda.
Take them off, clean them up and make sure you have a good connection to earth. Also check the live feed wires for chaffing, cracks (as far as you can, outside of the wiring looms).

check the brass wiper and sprung pin under the steering wheel. Might need to build up the pin with solder
