Is it possible that the 2.2 diesel is more economical than the 2 litre?

Isn't the 2.2 electronically injected as well?
If it is, then that is the main part of reason.

But there is a point where a small motor will use more than a big motor - it all comes down to how hard the engine has to be pushed.

If for instance the 2.0 ltr has to spend more time in 4th gear it will spend more time running at higher revs, where the greater power of the bigger engine sees it spending more time in 5th gear and spinning at lower revs, and therefore using less fuel.

A good example of this is the old P6 Rover - available in V8 and 4cly versions, but I am told that the four is jsut a thirsty as the V8 - because the little 4 has to work so hard to push a relatively heavy car.
(I don't know this from personal experience, but people I have spoken to who have owned both tell me this?)
