I have a 1989 Superextra TownAce, it has a fault on the glow plugs, (only 7 volts then drops to 4 volts), looking in manual should be 12 volts but which of the two system is it super glow or Variable Delay.

Superglow. You should see around 11v to the plugs until the first relay clicks off. Check all connections for security.
